Required contents. Background, objective, in-scope/out-of-scope table, work packages, deliverables, constraints, buyer obligations, evaluation criteria.
Outcome, not method. Prescribing the method prevents suppliers from demonstrating their approach.
Exclusions. The most frequently omitted section and the largest source of change requests.
