Service provider evaluation is the assessment of external service providers, such as consultancies, IT providers or facility companies, on quality, timeliness, collaboration and cost.
Why it differs from supplier evaluation. Services are intangible and hard to check in advance. There is no goods-receipt inspection. Quality shows in the outcome and in how the provider works with the buyer's team.
Three phases. Before sourcing: check capacity and suitability, evaluate proposals. During delivery: progress, team stability, interim results. After delivery: acceptance, overall impression, willingness to re-engage. Research on service evaluation distinguishes similar phases.
Who evaluates. The business stakeholder judges technical performance, procurement judges commercial terms and contract adherence. The two views are captured separately and combined.
Typical criteria. Technical quality, milestone adherence, team continuity, communication, flexibility, adherence to agreed day rates and budgets.
Standards. EN 17371-1 gives guidance on assessing the capacity of service providers and evaluating service proposals. EN 17371-3 covers performance measurement within service contracts.
